Tears of Mercy is a FFXVI side quest located in Clive's Den. Talk to Rodrigue in the infirmary to begin this quest.

Go to Tarja and use the mission marker in the Sangbrèque area to get rid of the enemies. Then return to give the materials to Rodrique.
